Frequently asked questions
Straightforward answers to what people usually ask before installing an EV charger or hiring an installer in Iowa.
Yes. Iowa charges an annual fee in addition to standard registration fees: $130 for an all-electric vehicle and $65 for a plug-in hybrid electric vehicle. These are statewide fees and are separate from ordinary registration costs, so the total renewal amount can vary. Owners should confirm the current charges when renewing because registration requirements and related fees can change.
No statewide consumer rebate for purchasing or leasing an electric vehicle is listed in the U.S. Department of Energy’s current Iowa laws-and-incentives summary. Iowa’s current state EV entries focus on charging infrastructure, public charging rules, and related programs rather than a statewide vehicle-purchase rebate. This does not rule out federal incentives or an offer from a utility, dealer, municipality, cooperative, or other administrator with separate eligibility and funding rules. Buyers should verify the program administrator and active terms before assuming an incentive applies.
Potentially. MidAmerican Energy’s time-of-use rates are available to Iowa customers and may save money when most electricity use occurs during off-peak hours, from 10 p.m. to 8 a.m. The utility says EV drivers with a personal home charging station are more likely to save if they charge primarily during off-peak hours. Time-of-use pricing can carry a substantial summer on-peak premium, so it is not automatically cheaper for every household. Residential Rate RST is available to customers using 50,000 kWh or less annually. This is a MidAmerican Energy option, not a statewide Iowa EV rate.
Iowa participates in the federal National Electric Vehicle Infrastructure Formula Program. The Iowa Department of Transportation has submitted annually updated EV Infrastructure Deployment Plans for fiscal years 2022 through 2026 describing how it intends to distribute NEVI funding and address related physical and cybersecurity requirements. Planned or funded sites should not be treated as operating chargers. Before a trip, drivers should confirm a station’s live status, connector type, power level, payment method, and access conditions through the charging network or a live station map.
